In the movie "The Untouchables"... Elliot Ness has chased Al Capone for years..people killed, resources wasted and they ended up sending Capone to Alcatraz on some trumped up tax charges.
It was not so much about alcohol consumption to the US government by that point it was moreso the taxation of the alcohol vs. the teetotalers outrage at that stage of the Prohibition experiment.
In the movie ...A reporter asks Elliott Ness after all of that .. "What will you do now that the government has repealed Prohibition?"
The Kennedy's came up off Moonshine and bootleg liquor ...

Hersh theorizes that this was done so JFK could run for a seat in Congress.
