I honestly dont' know 
pound for pound, they're both ruthless and they both have that sheer will and determination and drive to LIVE
only thing that might give Frank an edge is that I've seen him take more punishment and come through than John Wick has
Frank has been in tough situation after tough situation, getting stabbed, shot, beat to a bloody pulp, got shot in the head and survived - AND HE JUST KEEPS ON GOING.
That alone may be the reason why he can take John Wick.
other than that, they're evenly matched

in chapter 1, John Wick averaged 86% shot accuracy with 49 headshot kills out of 77 kills total. In chapter 2, he averaged 80% shot accuracy out of 302 shots fired, and totalled 128 kills.
