He's not limited, he doesnt work for the DOJ. He can answer any question he wants as long as he is not revealing details not know to the public and/or classified. Just like Comey and Yates, who responded they would be willing to answer in closed session. He DOESNT want to answer a wide array of questions but maybe the Republicans will piss him off enough when they start attacking him, that he will start dropping bombs. I doubt it though. I expect him to read from the report and then say, I punted it to Congress, I dont have the power to move forward which is exactly what he said in his press conference.
