You know i know a guy () who in highschool made a potato cannon that involved hairspray. Technically speaking if that person were to have closed off the cannon opening it was a pipe bomb? I wonder if they could have filed wmd charges against said person now?

Maybe it's intent?

According to the interrogation...there might not be a trial....the supposed confession( which seems forced) may lead him to be jailed without trial.
