The State doesn't care in a lot of states a Welfare request automatically triggers a search for a father (not necessarily The Father). Which is why parentage is determined by whoever signs the birth certificate.
The women who charged the wrong guy with paternity aren't hardened criminals so if there were any real consequences to her we'd have to assume that would make it less likely for her to file unless she was sure.
They say that up to 30% of Men are not the father of their children but there aren't many studies and no one is pushing for manditory DNA tests. So it kinda depends if you think that this happens at the somewhere near the 30% rate or not.
