I don't think it was "random" thievery, considering the facts from the police report.

It says Jericho got the wrong luggage, the limo driver went back to the airport to return and switch to the correct one, and he came back without the AEW title in the limo.

Screams inside job, dude was probably pissed about having to do the luggage switcheroo. Speaking of, luggage is far more likely to be stolen, rather than valuables inside of a limo at an airport.
