note saying its right or wrong, but in most neighborhoods there is zoning and "appearance" clauses that you agree with by signing into your mortgage being part of that HOA. Don't know if he's part of one or not, but they could put a lean on his house for much less.

he lives in the hollywood hills. he's most definitely apart of some type of HOA. he also lives in one of the weathliest cities in the world...the city itself has laws against doing things that could potentially decrease the value of property.
