Mutations and their effects are random. But the main mutation that people notice are the ones that lead a virus to be transmit more easily. Mutations that simply make a virus more deadly won't necessarily ever spread, because being more deadly doesn't lead you to spread more easily. That's why "on average", viruses often become less deadly over time as mutations take over. It's because the biggest spreaders win in the end, not the biggest killers.

However, looking at something random and hoping the "average" effect happens is not foolproof. You can easily have a mutation that spreads easier AND is more deadly. I believe that both the brazil and india varients have been this way.
