To be honest, given their history, views against permanent immigration in China aren't surprising.
You guys are looking at it from a modern perspective, but I find the Chinese culture's view of time is different from America's. Many of them do not want any type of return to the Century of Shame when the Europeans, US, and Japan basically took over the country, subjugated, and killed millions. So yeah, xenophobia to the max.
Isn't just black people they don't want settling there.
On the other hand, if you don't want xenophobic remarks about your country from the rest of world, would be reasonable to expect the same in return.

the solution is simple. Africans need to have the exact same standards for the chinese that they are given. 1-3 month visas only. no permanent citizenship and no land ownership.
it ain't that complicated. bytching and crying about how some of them feel about us is a waste of time.
we hold all the cards. china has to send their citizens out and keep doing these projects to employ them. they manufacture at a surplus so they have to keep these projects on the go or their economy implodes.
