I think this should be done on the condition she has a mandatory paternity test upon delivery. But that would be tax dollars, unless the cost is billed to her if the baby isn’t his, or billed to him with a tax write off.

That’s what those DNA databases they are building are for. You think the states won’t start using that to find absentee fathers? Don’t even need your sample, any familial connection will do. Have a relative who did 23 and me, a relative who was in the military or served time in jail? They are finding you.
