I'm not trying to absolve him of all responsibility, but I would consider him a victim of circumstance. If everyone around you is living that life then chances are, you'll get sucked in. Most people remain in the same social class they're born into. If you are born into a poor neighborhood, chances are good that you will stay there and just have to adapt.
