If the people in the area are on goverment assistance, have the displaced people move to several other government housing outside the city like in a suburb or rural area. (Being in an urban area especially with highways nearby makes the drugs and guns more accessible) As long as you don't put them allin the same place. The people who own their own houses/pay their rent can stay.

You're plan is similar to what brought Chicago to this point right now . They tore down the projects and moved all those people to various places on the South n West side. All it did was create new gangs, new beefs and the people stayed in the same and sometimes lower economic level. It was the largest forced migration of poor people in this countries history.

So your plan is do something similar but just move them to the burbs. You heard of Gary, Harvey, Chicago Heights? Chicago burbs that are some of the most dangerous cities in the country?

I get your points but chicago just had the most homicides in august since 1996 and has more homicides than new york and l.a. combined and every other day some wild story is coming out of chicago wades cousin killed walking with her child,boy sent home from school killed,15 nikkas kickin in the door shooting moms & daughter
