Black families have their own kids to raise, black women are the most fertile women on earth, so why adopting when you can have kids. And many black families take care of children of others members too, many black families raise their cousins, grand kids, niece or nephew, adoptions inside the family exist but not formal like international adoption. And you seem to forget that black economic situation are not good like Charlize Theron or some rich folks who are able to buy children from third world countries like pet, the procedures are very expensive.
