bs'ed for 2-3 years not hammering down how good they wanted it to be graphically, and changing gameplay mechanics based on their own ideas and other stuff coming out around the time.
Then the pro and x-one were in development and came out so of course they're gonna also develop for them. And they're more capable so the base versions get swept to the wayside and they start incorporating things only the improved versions can handle.
Next thing they know its been 5 years already and they've only just started making meaningful progress.
They announced they were working on it in 2012 and it came out buggy and unfinished in late 2020
A game can't be in development that long, a whole new generation released and they had to start developing for the new tech or else what they were going to release would be yawn inducing

Cyberpunk 2077 full development reportedly didn’t start until 2016

it was fixed with a hotfix. and then there was another hotfix (on PC) for the buffer overrun issue

they already leaked the source code for Gwent. but I'm not sure why someone would pay that much for Cyberpunk or Witcher's source code
