Batman v. Superman has been in development for a very long time. Since even before the Nolan trilogy. WB always wanted to use The Dark Knight Returns source material as a basis to a film with them.

There is some truth and lies in the statement.... but the lies heavily outweigh the truth.
Ok.... I will admit.... YES there was talk of a Batman AND Superman movie YEAAAAAAAAAARS ago.... like even way before the MCU and DK Trilogy. Just like there was talks of a Batman Beyond. But again.... I dont recall ever hearing any noise of scripts floating around.
Secondly.... When MOS 1st dropped... there was never a hint of the sequel was them building off a shared DCU.... hell they werent really even speaking of a sequel they were just praying that the movie did good on its own.
After its success, THEN there was talk of doing strickly a MOS 2..... but then Cap2 and Guardians dropped not to mention seeing what direction MCU was going and DCU felt like fukk IT!!! We gonna add BATMAN and to the MOS sequel.
Then they said "No, its not gonna be a MOS sequel its gonna be a Batman vs Superman movie"
Then they said "But we're also gonna add Wonder Woman"
Then like I mention earlier.... Guardians was coming and they said "Ok Aquaman is in it too"
After Guardians dropped they was like "bu bu bu but we gonna add Cyborg too"
Then the hype for A2 came and DC was like "We looking for an actor to play Flash cuz he gonna be in this movie too plus more too come"
Come on breh.... yes this is jokes... but dont act like it aint go down like that to a degree

I gotta be honest, it definitely was a thing that... after Man of Steel finished and we started talking about what would be in the next movie, I started subtly mentioning that it would be cool if he faced Batman. In the first meeting, it was like, "Maybe Batman?" Maybe at the end of the second movie, some Kryptonite gets delivered to Bruce Wayne's house or something. Like in a cryptic way, that's the first time we see him. But then, once you say it out loud, right? You're in a story meeting talking about, like, who should [Superman] fight if he fought this giant alien threat Zod who was basically his equal physically, from his planet, fighting on our turf... You know, who to fight next? The problem is, once you say it out loud, then it's kind of hard to go back, right? Once you say, "What about Batman?" then you realize, "Okay, that's a cool idea. What else?" I mean, what do you say after that? ...But I'm not gonna say at all that when I took the job to do Man of Steel that I did it in a subversive way to get to Batman. I really believe that only after contemplating who could face [Superman] did Batman come into the picture.

DC was going to do a shared universe starting with George Romero's Justice League Mortal then the films after were going to be each characters solo film. Filming almost started but they ran into problems with the writers strike and Australia with film taxes. Then TDK blew up and then they decided to scrap it and just stick with Batman because of the success.
They tried again with Green Lantern but because of the negative reviews/reaction that plan was also scrapped so now here we are

They had Easter eggs foreshadowing both batman and lex in the movie . So they must of had a idea about the shared universeYou cant be serious?
