because he doesn't, Mayweather was the headliner for that PPV, and canelo lost, and has yet to beat an opponent with a bigger name than himself he know has the chance, and he should win because young stars are suppose to beat the older stars to replace them

Cotto and his manager have allowed Todd DuBoef to handle negotiations for them with Canelo. DuBoef was the point man for the negotiations for the Sergio Martinez fight too.
And Cotto isn't signing with anyone. He is a free agent who has a good working relationship with Bob Arum and Top Rank. TR deals with the other promoter based on Cotto's demands as delivered by Cotto's manager Gaby Penagaricano..

But if Pac/Floyd falls through, then I think Floyd will try to pry Cotto away from Canelo. And I think that's why Cotto is waiting around. He obviously wouldn't use TR if he signs to fight Floyd.
