1. You're talking about two different parties. The Bloc Québécois is a federal party while the Parti Québécois is a provincial one. The bloc got damn near wiped out last federal election because the Québécois finally tired on the idea of having an irredentist party agitate on their behalf which after decades left them in a position where ironically a party seeking to inject Quebec interests into every aspect of federal politics left them on the outside of the national conversation and even more isolated. This has been especially important in light of a- concessions made to Quebec federally and b- the breakthrough of the NDP a left wing party which tapped into the progressive values the BQ stood for. Having said that no one has for a second thought that the BQs losses were permanent. The next major federal crisis or an NDP fall off will revitalize the BQ. As for the PQ, their provincial victory (by 4 percentage points of the popular vote I believe), was more an indictment of the ruling provincial Liberals who lost because of voter fatigue with his power (they've ruled for 3 elections I think), a corruption scandal and a student strike. Renewed calls for separatism was not on the agenda

2. I've already addressed the Iran issue with you in previous threads. If democracy is important well, the majority of states are not democratic. If UN convention violations are an issue, well many states have violated those conventions. If internal repression is your concern well it doesn't get more repressive than wiping out 30 million of your fukin citizens now doesn't it?
