It depends on your current income and what is important to you.
Cali has the best weather in the country but cost of living is high, public transportation sucks, lots of homelessness in certain parts, crime. But if I had the money I could easily see myself living in a San Diego suburb. I hate L.A. but places like Oceanside, San Diego, O.C. and more are pretty awesome. Furthermore, Cali has a better healthcare system than TX by a significant margin, arguably the best public university system in the nation as well.
TX is humid in places like Houston, which is not for me. It has a lower cost of living but also has lower wages, high property taxes, tolls everywhere, regressive legislation in many instances and certain parts of the state are ultra backwards and you will probably never step foot there. It is Blacker than Cali, more lax when it comes to gun laws, no income tax and if you have the capital, it is a good place to invest in a property as the state is pro landlord.
It really comes down to your financial situation. When it comes to women I would say it is a tie. SoCal has incredible diversity and lots of women from different races that date brothers. Texas has tons of beautiful black women, thick white women, and semi decent Mexican women when you can find them as well as other races. But it comes down to preference but from experience, Cali was better for a single guy who is doing well financially.
