It's not really a surprise - he used to get all sorts of kickbacks through contracts between Patriot Place and his companies to make up for him publicly taking salary cuts to help with cap space. I honestly do not think he is personally responsible for the PPP loan nor the kickbacks - all he was to worry about was his body, his health, and the game.
