The problem is that they have no long term plan for anything at all except trying to force the crowd to accept Roman as the top guy by beating Brock at wrestlemania and spend the rest of the year just killing time. This leads to lazy and uninspired booking that's clearly just meant to fill time so there's little reason for Brock to be invested in it.
