The article title and article content do not match, for whatever reason.
Attacker had a meat cleaver, not a machete. Unlike a butcher's knife, a meat cleaver has more weight for cutting larger cuts of meat. Not really used for precision cutting. You let the weight of the cleaver assist you as you cut the meat.
In this case, he used it against a human. Basically, it took multiple chops, but yes, a cleaver can cut through a human neck.
