I legit don't believe folks don't check their luggage before leaving the house to go on vacation. You have to fill it. And when you fill it you tend to look for any and all space inside them you can eke out. I know I personally do. It's something you don't even think about. Why waste space? So he probably knew it was there and thought it wouldn't be a big deal. What an expensive lesson.
