I think they would make the move to replace cap with Falcon over the WS in the movies. The Winter Soldier storyline lasted for a while in the comics, so it made sense when it happened. In the movies, you're talking one maybe two movies between introducing WS as a bad guy then him turning face. His transformation to the good side would be too quick. The gen public ain't ready for that change.
