The real luxury buildings in the city you can't just waltz up in there uninvited. Concierge and security the first people gonna dead any type of random visiting if you look out of place. They don't even allow delivery drivers access to the units majority of the time.

When I lived in DC, i literally lived next door to a woman who was raped and murdered on Halloween night (The Woodner apartments.. look it up) the case is STILL unsolved a decade plus later. I had cops in my hallway for days and I was home when her brother found her body and and started screaming in spanish. I came home fukked up on Halloween night and went right to bed when this shyt was probably taking place. Spooky as fukk.
AND we had a doorman and hella cameras.

The recidivism rate is much lower for predators in countries where the prisons actually attempt to rehabilitate them. You can't stick a rapist in a cage for 11 years and expect them to come out well-adjusted.
