Violent rape is a Capital crime. He should have been given those 30 years without a chance of parole. Still, that would have made him still young enough to come out and rape and possibly kill again. So really with a man like him, this would have happened now or it would have happened 19 years from now. The only Legal solution for a person like him in Maryland is Life Without the Possibility of Parole (Maryland abolished the death penalty in 2018).

I do believe violent rape should be be given such a heavy sentence. What was done to the victim is a Life sentence that will affect the person in perpetuity, so the perpetrator should receive the same.
