My reading of the situation is that Israel and American intelligence have concluded that Iran's Military capabilities are formidable, they are not pump faking. However, Iran's main concern is rebel groups within the country possibly being in touch with Israel/US and the possiility of the regime being toppled and replaced. So Iran can only go so far, they will carry out their retaliations but they won't go all the way because the situation is fragile at home.
