The profession draws people who want to act exactly like this.

Police should have four year degrees in a law enforcement related field with an understudy in sociology. This would give an opportunity to kick out the bad apples while they are fukking up on their campus rather than in our neighborhoods.

Cubans pretty much run Miami. From the police department to the state attorneys office, city council, to the mayor's office. They are the majority of the population in that city. So these Cuban cops feel they have the green light to do whatever because their people run the city. They do things like this to keep blacks in their place and remind them who runs the city. They are resentful wannabe tough guys with too much machismo, who throw their weight around any chance they get, especially against blacks.
