I asked about the 98% stat. Did I miss that in that article?

Incompetence/indifference of police departments doesn't surprise me that much, even if it's more troubling.
It was in the last paragraph I quoted:

This is another article that doesn't do the stats but instead focuses on how those stats end up happening - mostly it seems because police departments just don't want to both with rape cases. The perp in the story was a college kid who was a serial rapist who now appears to have already committed violent rape at least 20 times. Some of his victims reported, had serious injuries, knew the ID...and nothing happened.

that should be a more well known stat. Often it's cited how often they go unreported, a hard stat to put a real number on for obvious reasons. This stat is much more to the point.
