In other words, false advertisement yet again from them.According to Dave Meltzer on Wrestling Observer Radio (via Wrestling Inc), WWE had been planning to pull Strowman from the match with Lesnar for some time.
Vince McMahon had been planning a match between Lesnar and Strowman since Crown Jewel, where Lesnar beat Strowman in five minutes after Baron Corbin interfered. After the event, McMahon noticed that Strowman was “cooling off” and didn’t want him to lose to Lesnar again. In addition to that, Strowman’s elbow surgery halted his momentum and the build to the match. The plan is currently Lesnar vs. Seth Rollins at Wrestlemania, so Lesnar would have went over Strowman (and presumably will go over Balor) at the Royal Rumble. Instead of having Strowman lose or going with a bad finish, McMahon decided to change Lesnar’s opponent. WWE still advertised Lesnar vs. Strowman to sell tickets, as this year’s Rumble is happening at Chase Field, a baseball stadium. This is similar to when they advertised Alexa Bliss vs. Trish Stratus for Evolution without any intention of holding that match. It was eventually changed to Trish Stratus and Lita vs. Mickie James and Alicia Fox, although Bliss was originally set for Fox’s spot and had to back out due to injury.
McMahon reportedly chose Balor because there weren’t a lot of choices. Lesnar’s matches with AJ Styles and Daniel Bryan have been praised and Lesnar reportedly likes working with opponents with that style. Balor was originally set to face Lesnar at the 2018 Royal Rumble but that was pulled when McMahon didn’t feel he was over enough. Lesnar reportedly wants to work with Balor and wanted to do the match with him last year. Likewise, Balor has said that Lesnar is one of his two dream opponents, along with The Undertaker.
Meanwhile, Strowman is still not cleared to return to the ring, and it’s unknown if he will be by the Royal Rumble.

During last night’s episode of RAW, Vince McMahon pulled Braun Strowman out of his Universal title match with Brock Lesnar when Strowman destroyed his limousine. He then made a fatal 4-way match for the main event featuring Finn Balor, John Cena, Drew McIntyre and Baron Corbin. Balor would hit the Coup de Grace on Cena to claim victory and a shot at the Universal title (and Brock Lesnar) at the Royal Rumble. You can find the updated Royal Rumble card here.

Vince never thought of Brock as a champion. Lesnar obviously put the hold on this match. He requested Finn because he respects him, he doesn’t respect Bran and neither does Vince.Book a guy to lose repeatedly to someone, including a match where he loses in five minutes then question if he's cooling off brehs
