He's not a big time crime boss in the vein of tony soprano the old school gangsters were more like Nucky anyway . and I think Buscemi is the perfect fit for the character, he fits it to a T.
Like he said, he was just a crooked politician before he started bootlegging. Someone like him needs to be able to handle corporate/political types, not street thugs. It makes sense. He's a mix of a regular guy, and a character like the Jewish guy (forgot his name) in NYC, and the Doctor.
