The PS portal was a glorified local streaming machine that just started to beta test cloud streaming some titles that locked behind you being a PS+ premium membership. It's a feature the portal could have launched with instead of holding out, it's probably been ready since before you couldn't "connected" to wifi that required you to log into a portal page.
It just so happen this Sony releases this feature after Phil confirms a handheld is coming a week before.

If all I wanted the xbox handheld that just remote played games locally and streamed games via the cloud I'd just use my Z fold
not wait for Sony to sell me a 8 in LCD screen with 2 halves of a PS5 controller glued to each side.

You saying all this but I'm quite sure if a picture leaked of an Xbox handheld that's exactly the same as the PS Portal you'd suddenly understand ergonomics, ease of use and dedication for one feature for a device overnight
Xbox can't make a compelling home console the market finds desirable. What makes you think a portable would fair any better? They don't need a portable. They just launched a whole ad campaign about how everything is already an Xbox including PC portables.
The portal needs to be connected to an actual PS5 at home.
This device would presumably work standalone and even play native PS5 games without need for the cloud.
