They always say that at first. Remember. Laws are written for everyone, the only thing that stops a law from being used against you is the intent of the authors.
that can be said for every law ever created...what makes this any different?

Nothing at all and that's the problem with these types of laws. Fingerprinting people for living in public housing....for what? Tagging of human beings is what lead to the formation of IBM, they used an early form of ID numbers with computer cards in Nazi Germany on the Jews and other less desirables. Fingerprinting people who live in public housing under the guise of security is not right.
