I'm pretty sure firing through a home's window which has not been identified as the scene of a crime without making sure you will not hit any innocent person is not approved police procedure. He knew he was in a black neighborhood and hence knew he was going to use his gun at the first occasion regardless if it's warranted or not

Cops go into Black neighborhoods with their guards all the way up because they must be trained to find PoC somehow more dangerous than Whites, which leads to them shooting first and asking questions later.
