So Tchalla, fed up with the white mans tenatacles in the form of corporations, selfish mutants and insane super villains sets out to purge africa of these interlopers. The media arm of these groups turn marvel super heroes and villains againt tchalla as he does what he feels is best for his continent. Making them secure physically and financially against those who seek to exploit the continent for their personal gain, to the disadvantage of the african people.
Dr Doom is the first fukkboy to get kicked out of africa as he has bases setup producing doom bots an whos manufacture destroy the drinking supply of a local city an village while the people see no compensation whatsoever.

That wasn't the ending though. Storm vowed to kill Doom during Doomwar. ..still hasn't happened.
Since these are popular characters the best we can hope for is some mutual respect slash hatred. Tchalla kills a bunch of atlanteans who have outposts around african waters because of the vibraium resources. He dies this to expand Africa's resources and bait Namor into battle. He arms and trains Africans with proceeds of new found wealth to defend coming Atlantis invasion of africa. To drill up more supply he takes over dooms factories and fukk him up so bad he's out of the rest of the event
The final resource he needs to defend against Atlantis is where Magneto has his real estate.
After kicking everyone's ass africa gets the respect it deserves and tchalla becomes an even bigger player in marvel withe love and hate from villains and heroes alike.
The cost was so big for Atlantis and so beneficial to africa he decides to spare Namor after nearly beating him to death. He tells sue to fukk off after she tries to pay him close after becoming king of africa. He calls storm a thot and wife's a more righteous woman

Joker pretty much runs the Gotham underworld. I mean you probably got goons workin for Joker that don't even know it. All those bank robberies, all those jewelry heists... think about how much money Joker probably "acquired" over the years. There's a reason he's been able to fund such a mass criminal enterprise and keep thousands of goons on the payroll.
Look at what he did in TDK. nikka was a no name looney muthafukka with no backing and no people and by the end of the movie he had every single crime syndicate in the city under his thumb. And not only them but all the corrupt muthafukkas they were in business with too. How else you think Joker was able to infiltrate the hospital and the ferry system and plant all those explosives? Cause he had peoples who were on the inside. Or at least he had peoples who had peoples who had peoples on the inside.
Point is that Joker was so powerful by the end of TDK that chances are if you were a criminal or involved in any kind of organized crime or corruption... you were probably working for the Joker in some way or another. And when you have a guy at the helm who's prime motive is solely to cause mass chaos you have a SERIOUS problem.
If anything the only thing preventing Joker from being on the list is because he spends all his money on elaborate schemes and grand spectacles. Joker the type of nikka to blow 300K on like a clown themed funhouse with poison gas coming through the vents just for the sole purpose of putting Batman through the ringer.
