No. The 343 is after the split. The original Powerball amount was 687 million. The govt takes out a huge amount in taxes. It's 39.6% in taxes alone if you live in a state with no income tax. He lives in NY so he got taxed even more than that.
My suggestion would be purchase the property and assets, make sure the people that raised you and your kids are straight, and to move to a wealthy enclave where you're not noticeably richer than anyone else.
