First dude was stopped for because he fit the description for a suspect they were looking for. That's kind of obvious.

The second guy with the phone camera was not a part of the investigation. The cop could have handled that situation differently. Considering that he was in proximity to the suspect, they should have told him to keep on walking away. If he did not respond, then it would be good to confront him as a possible threat for not obeying police command. Aside from the phone camera, you don't want to be investigating a guy with a possible unknown behind your back.

thats in philadelphia and it looks like one of the rougher areas where they see murders every other night and its nothing but poor ignorance in most cases these cops should be checking wondering punks

they werent actually stopped for that, the cop said that as an example of why they could have been stopped even though he wasn't doing anything wrong
