Okada made exactly what HBK couldn't: get his company out of the shytter (thanks to Tanahashi's work/foundation from 07' to 11') and propel it to a level it hadn't gotten to in 10+ years.
Both are considered the best (or at the very least top 3) at their style, both have classics. Both are pretty unique in that even though people have tried to copy them (Okada with his reversal fests and looong finishing sequence. Michaels with soap opera wrestling), and no one can't pull it off like they could.
Promos don't matter here as Michaels isn't elite in this regard.
Both are incredibly charismatic.
One is puro gang....yeah, Okada gets my vote
