I think it's actually very low risk for Dems. You likely won't have the 60 votes needed to push it through the Senate, but you failure comes across as making obamacare better as a compromise.

That's only if Dems can retain their seats or pick them up in the midterms.

If not, republicans will certainly push there vision through and it will likely last for a while.
