My guess would be the Dad is of Spanish ancestry. Because if you assume the mother's maiden name is Martinez and that is also Bayley's real last name then you would assume the family would be more fluent in Spanish. But, if the mother/other side of the family are white then that makes it more likely why Bayley doesn't really speak it.

Of course it could also be a case where Bayley's Grandparents or Great Grandparents speak fluent spanish but her dad and his siblings don't at all.
