Even if he had a license to carry? You would think that would be a violation of rights. But, in lieu of that was a phone call placed saying he had pulled a pistol, probable cause. At least, I believe that I'm incorporating the term correctly.

He could have a license to carry but it doesn't matter. The Dred Scott decision (I'm assuming you're familiar with the case) was never overturned so legally black people in the US still have no rights or protection under the law. John Crawford bought a toy gun in Walmart in Ohio (open carry as well) and the cops murdered him in cold blood on tape and nothing happened to them.
