I just saw part of the video, they had this dude pinned to the ground. it'd be one thing MAYBE if he was running or something, but they had him on the ground. they clearly had the upperhand and didn't need to use the force they did.

No I'm not. I don't know what you saw, but I actually saw the clip, and there are two cops on the dude and he's still resisting while they're trying to handcuff him. He wasn't letting the cops handcuff him, so the cop pulled his gun out and put it to his chest and said that if kept moving, "I swear to God..." and then proceeded to shoot him multiple times.

What does this mean? Dude WAS RESISTING, which PISSED THE COP OFF and led to him being SHOT to death. This could have been avoided had he simply let them handcuff him.

I think you're missing something crucial in your analysis of the video.

Based on what I just watched, resisting arrest wasn't the sole catalyst for him getting shot. In the clip, as the officers were attempting to cuff him, you can hear one of them scream that the man has a gun, which at this moment seems to have been factually true. That prompted his partner to draw his weapon, then, threaten the offender to cease all movement or he will shoot.

In conclusion, the presence of a weapon with the potential of the offender being able to utilize it -- which possibly might have been the case -- is what seems to have lead the officer in this situation to respond with lethal force, especially when you factor in that the officer who shot had to weigh the scenario that his refusal to act could lead to his partner's death.
