Yes...because ultimately the people in the back of the van are his responsibility until he gets them to booking. So if someone is back there yelling they need medical attention and he ignored it then it comes back to him because he could have called it in just like he called for the cops to come check on him. He also knew that Grey wasn't in his seatbelt and was laid on his belly so knowingly driving erratically [esp. if it's caught on camera] is all on him because he's the controller of that vehicle.

But I also don't think dude realized Freddie was on the other side with no legs are hands to keep his balance....the ride is gonna feel a lot more rough under those circumstances...at the most they'll probably get negligent homicide if that's one of the charges and the city will have to pay a settlement unfortunately...its gon be hard to prove who hurt em and that they did it on purpose even though we pretty much know it was.
