There is a good argument for Somalis over Eritreans since they have more 10s despite less votes but the .3 gap is too large imo and I'd put them above Kenyans since the gap is only .1.
Ricans have a pretty crazy 10 vote ratio to total vote ratio but once again the gap. I'd put them above Botswana.
Ethiopians, Liberians and Eritreans 10 to total vote ratio is about as expected.
Jamaicans have less 10s than expected for a group with 70 votes. They'd stay in the same place as well.

I was just looking at 10s earlier but I think it would be too extreme to only look at that.

Zimbabweans would be on pace to have more 10s than Ethiopians if they got the same turnout....that could go either way since Zims turnout was shamefully low but I dont think they should be penalized for going last when people stopped caring

Plus Zims didnt have as many 6s and below votes like Ethios. What about the top 5 especially the African one? Should there be any rearrangements?

To an extent but you have to be mindful of the gap between groups and also project out groups that had lower turnouts. Its a judgement call if the gap is too large.
