She is quite clearly rapping. Rapping is a big part of what she does. Rap is the foundation of hip-hop. She isn't "just rhyming words" and you know it.
People and their boxes kmt. Not everything fits neatly into one field of classification.

Wow, I just woke up to two of the more musically ignorant and reactionary posts I've seen in a long time.
Quit acting like Hip-Hop and House Music haven't walked hand in hand and intertwined with one another since the mid-1980s. I mean, for fukk's sake, her vocal delivery is straight up rapping. PURE Hip-Hop. We're disqualifying rapping from being recognized as rapping just because it doesn't fit a narrow definition of yours of what Hip-Hop is?

Cut the crap, genre classification ain't a black and white thing where everything fits into neat little boxes. Hip-hop is not a walled garden, never has been and if it is to survive it never can be. Hip-hop was a fundamental part of C+C Music Factory and Snaps' act, there is no denying this.
If you don't want to confront the difference between gimmick and repertoire, cool but walling things off in your mind only limits your ability to appreciate how different forms of music become entwined.
The only thing "diluting" hip-hop is naive "purists" who believe that such a state of being is even possible. Hip-hop didn't come into being by fencing itself off from things that were different. Experimentation and incorporation have always been fundamental to it. You can't point at one thing and call it "real hip-hop" (An incredibly banal phrase) because hip-hop does not sound or look like one singular thing.

Pretending Azealia Banks' '212' or '1991' is the same as Snap or C&C because of the dance roots is like claiming Lil Wayne's rock album is exactly the same as Public Enemy rhyming w/ Anthrax.
