I saw that as a performance decision

Other than cyberpunk I don't know a true 4k 60FPS open world game, and cyberpunk had hella issues, and probably a bigger budget

You don't even have to do 4k/60 fps, a 1440p/60 on medium settings would do.

My thinking is that the game is so dense with content that it needed to be done to maintain some semblance of performance

You have to choose between graphical fidelity and performance in 2024, unless you got a crazy bag to put into development, aiming for 1440p/60 would've been ideal tho.
