You can split hairs all you want. It's a task. You can learn how to do it. You don't need a state board or governing body to sign off on it.
Just because you haven't gotten a certification or license doesn't mean you can't physically carry out a task or complete an objective. It just means you don't have their permission or they haven't validated. You can get a medical license in Canada or Mexico that isnt valid in the US. That doesn't mean you don't know what the fukk your doing and your just some clown tinkering around.
Not all licenses are reciprocal. You can be licensed in the state of South Dakota but not in Florida. If you get caught performing outpatient surgery in Florida if doesn't mean you don't know what the fukk you're doing and your some random person off the street messing around.
