It has everything to do with what he might be capable of. Hes capable of driving drunk, driving without a seatbelt driving without paying for gas. His last crime was in 2017. 4 years ago. Since then he's gotten a job and started a small business.

Does that sound like a man capable of murder and getting into a shootout with cops? fukk no.
