They knew they had problems before the show when they were overran. Not enough security, medics, etc is planning and if Travis organized the show he'll be held responsible.
Legally, that's hard to prove if Live Nation is in charge of the venue. That's part of WHY you get third parties to organize events. So when your shyt turns into Fyre Fest, YOU, the artist aren't held liable. However, because of the artist's refusal to stop the show or his management/production team not stopping the show there's some wiggle room for lawsuits.
Again, and I know this is in retrospect, but having the event in that kind of venue is dumb as hell in the first place. Also, if you know one of the biggest stars in rap is doing a concert you bring EXTRA security, EXTRA medical staff, EXTRA police presence. Sounds like to me they thought it was gonna be a Rockets game or some shyt. If the police chief knew there were such problems THE CITY shoulda shut it down. Just incompetence at multiple levels really.

With the conversation around mass shootings and post-Las Vegas being what it was...nah. But I'll agree that the color of the victims, unfortunately, does play a factor. Terrible all around.
