The culture in question is solely based on what makes one feel good; makes one laugh or dance or somehow enhances one's leisure. Without an overarching moral framework, that's somehow reasonably defined, there are no rules or regulations that can be enforced. One can't make moral distinctions on something that is, overwhelming, morally indistinct.
