Possibly, but for it to get to the extent of nazi germany it would take a lot more energy.

1. The media is expansive now. Hitler was able to control minds because his propandag machine took over every facet of life in Germany. Back then of course it was only music, movies, radio and print and still most Europeans never left their towns. So it was much easier to influence a kid to become a Nazi if he had never met a Jewish person before. With no internet to research differing opinions, you just didn't have the exposure.

It wouldn't work like that now because Black culture has become a significant part of American culture. They would have to silence the internet and take down any sites that have anything positive or normal about blacks. They'd have to sterilize a lot of content and then continue to keep minority influences from other news sources around the world out by constant policing.
